The org chart says one thing. Headcount reconciliation says another. When matrix reporting lines create dual bosses and dotted-line confusion, someone has to figure out who actually owns the headcount, the budget, and the decision. That someone is you. You'll apply your understanding of why dual reporting complicates headcount reconciliation—and what breaks when HR, Finance, and business leaders use different definitions of 'approved headcount.' You'll build a three-level org chart in Lucidchart, using color coding to highlight dual-reporting relationships and exporting a clean PNG deliverable.
